Why Reservation:
We need to lift our weak brothers and sisters from poverty, misery, confusion & failure and guide them to solve their difficulties, place them on the royal road to great success, grand achievements, happiness and most importantly peace of mind.
Reservation policy needs to be updated with time. There will be class based reservation system. You (state or central governments) can add any number of classes as per your need. One scenario is given below. Various sectors and classes are:

Class A: Socially weakest people with income range: 0 to 2.5 L/annum
Class B: Socially weakest people with income range: 2.5 to 5.0 L/annum.
Class C: Socially weak people with income range: 0 to 2.5 L/annum.
Class D: Socially weak people with income range: 2.5 to 5.0 L/annum.
Class E: Any people with Income range 0-25 K/annum
Class F: Any people with Income range 25-50 K/annum
Class G: Any people with Income range 50-75 K/annum
Class H: Any people with Income range 75K-1.25 L/annum
Class I: Any people with Income range 1.25-1.75 L/annum
Class J: Any people with Income range 1.75-2.5 L/annum

Note: You can add any number of classes. Definition/Rules for Socially Weakest and Socially Weak will be borrowed from current reservation system. So approximately:
Socially Weakest (Around 8.7% of total India’s population) and
Socially Weak (Around 19.5% of total India’s population).
How it works?
Initially, I will login to my national portal. My profile -> Social Status -> Section-I -> View

Class Z (Open)
I am eligible for some other classes also. Say Class (some: K to Y). I will click on Apply and apply to all eligible classes.
Class K: Current practice need to be followed. I will visit my Tehsil office. I will submit required documents to officer. They will review the same. If all documents are valid, I will be allocated this class. If you are already having these documents then visit the authorized office, submit the documents to the officer. Officer will review and do the needful. After that class will be added to my account. I can view the same after login to my account.
Class L & M: No need to apply for this class. In your profile if your sex is Female and obtained Class K, you will get class L else M.
Class N: Current practice need to be followed. Apply Online. Visit the authorized Hospital (civil hospital). Go through the verification process. Get Class. If you are already having these documents then visit the authorized office, submit the documents to the officer (civil surgeon). Officer will review and do the needful.
Class O to Y: Current practices need to be followed. Clearly need to mention the Rules.
So from classes K to Z, we don’t have any problems. If I am eligible, I will apply; relevant departmental officers verify the same and allocate/deny me the class. K to Z classes are individual classes. It means, all individuals need to apply for all eligible classes.

Application Process and Remarks for classes A to J:

Family Head (FH) is going to apply for any one of these classes (A to J) as per eligibility.

After applying, FH along with all family members (who all are interested in getting class) will visit authorized office and produce documents.

If documents are valid by all means, all visited family members will be allocated same class.

The allocated class will be valid for 1 term (10 years).

Before 6 months of expiration of class, FH need to apply again for any one class from A to J (as per the eligibility and income range at that time) and same process need to be followed.

Income range needs to be updated with time.

Suppose I got Class A. After 9.5 years my income may go up/down. After 9.5 years, if my income is in the range 0 to 2.5 L/annum, I will retain my current class (i.e class A). If it is 2.5 to 5.0 L/annum then I will get class B. If it goes beyond 5.0L/annum, I will happily move to Class Z (Open) for the benefit of my other brothers and sisters of class.

Here we considered current income range; the income range may vary with time. Usually with time it goes in upward direction. So after 10 years or so, the income range for class A will be 0-3L/annum and for B it will be around 3-6L/annum. This is approximate range. The range need to be decided by studying situation by all means. CAUTION: class card game possible!! But not affect the system too much.

If my income goes beyond the range of class J (the range of class J may vary with time), I will happily move to Class Z (Open) for the benefit of my other brothers and sisters of class. The income range for all classes may vary with time. Usually with time it goes in upward direction.

General Remarks related to Scholarships, Schemes, Reservation, Religion and Others

Scholarships:
Class A & C: Candidate will pay 7.5% of fees. Government will pay 62.5% of fees as scholarship. 30% of fees through education loan (from nationalized banks without interest for first 6 years, after that regular rates).
Class B & D: Candidates: 20% Scholarships: 40% Loan: 40% (nationalized, 6 Years no interest, after that regular rates)
Class E & F: Candidates: 7.5% Scholarships: 52.5% Loan: 40% (nationalized, 6 Years no interest, after that regular rates)
Class G: Candidates: 10% Scholarships: 50% Loan: 40% (nationalized, 6 Years no interest, after that regular rates)
Class H: Candidates: 20% Scholarships: 40% Loan: 40% (nationalized, 6 Years no interest, after that regular rates)
Class I: Candidates: 25% Scholarships: 35% Loan: 40% (nationalized, 6 Years no interest, after that regular rates)

Scholarships and Loans are optional. No documents are required for education loans. Only declaration on stamp papers is required. Banks no need to worry about recovery. National portal guarantees the recovery of more than 80% loans as all bank accounts (loan/savings/current and previous/future) are/will be connected. Remaining 20%: need to take follow up.
Fees Regulating Authority needs to strictly monitor fees.
Note: If I am eligible for two or more classes, I will chose most beneficial class. Education loan and scholarships are optional.
Schemes: Some governments announce some schemes. Say, XYZ state government announced to give laptops to some students. I am one of beneficiary. Usual process is XYZ government makes survey and finalizes the count of beneficiaries. Then they tie up with laptop manufacturers; order the required number of laptops. They will get it from manufacturers and distribute to beneficiaries. New Process: Announce the scheme. Tie up with 4-5 top manufacturers. Announce budget (class wise) behind per laptop. Discuss with manufactures and finalize price (per piece per model). In bulk ordering price will come down greatly. I being eligible beneficiary as per announced scheme, apply to get laptop through national portal. I will choose my required brand and model. Government already announced budget per laptop (class wise). Suppose according to my class allocated budget per laptop is 20Rs. I chose 25Rs laptop. Government will pay 20Rs and I will pay 5Rs. I got laptop as per my requirement. I am Happy. Loan facility need to be provided if required.

Future Implementation: To avail reservation policy, all need to plant and take complete care of at least one tree.

Here we can have various classes of people. These classes are different than section-I classes. Classification is made according to current social status and income is not considered for the first one term (initial classification). Renewal of class is based on income range.
Class A: Socially Weakest
Class B: Socially Weak
Class C: Somewhat better social status than class B
Class D: Somewhat better social status than class C
Class E-F-G-etc: Women, Rural, Sports, Differently abled etc

Class A: If my family income range is less than 30 L/annum I along with my family members will retain our classes otherwise no.
Class B: If my family income range is less than 25 L/annum I along with my family members will retain our classes otherwise no.
Class C: If my family income range is less than 20 L/annum I along with my family members will retain our classes otherwise no.
Class D: If my family income range is less than 15 L/annum I along with my family members will retain our classes otherwise no.

Here we can have various classes of people. Classification is made according to current social status and income is not considered. Renewal of classes is required.

System will come to an end after very long time. With time distribution may come down. With time, change the definitions of classes by observing overall country’s social status. Reduce distributions with respect to number of people in particular class (Only for Classes A/B/C/D).
